The Committee, coordinated by Arnaldo Bagnasco and Carlo Trigilia, completed its tasks in 2005 with the publication of a White Paper (Marsilio, Venezia, 2005), looking at the possible synergies as regards the choices of public and private actors, which may converge into strategies of economic growth and social cohesion for local systems of varying dimensions, and at how such strategies can be encouraged by appropriate national and regional political measures. A critical analysis was undertaken of policies tried out up to the present time, such as so-called territorial pacts and the strategic planning of cities, in order to assess what already exists and what still has to be added to the institutional and regulatory framework in order to shape an effective national policy for local development.
